Harrogate Borough Council wanted to encourage residents to make better use of its kerbside recycling service in areas where it felt the service was being under-used. It appointed Enventure to carry out a community engagement campaign to promote the service to residents in areas of low participation.
Enventure provided a dedicated team of trained recycling advisors who were local and knew the area. Over the course of eleven weeks, the recycling advisors visited and spoke to 11,091 residents, providing information, answering queries and obtaining feedback and opinions using Computer Aided Personal Interview (CAPI) equipment.
As well as informing people about the recycling service and encouraging them to make use of it, Enventure’s recycling advisors gathered information such as what would encourage people not using the scheme to participate in future, and what would encourage those who did use the scheme to recycle more. Enventure was also able to assess what materials were most commonly being recycled and levels of contamination. Feedback was provided on what type of recycling receptacle was most popular and levels of satisfaction with collection crews.

The face-to-face contact allowed Enventure’s team to tailor messages to individual residents and provided feedback to help Harrogate Borough Council shape future promotional activities to maximise participation in the scheme and service improvements. It also enabled residents to order new recycling bags or boxes – a move which led to more than 2,000 orders during the project.
